This TikTok Shop EU Creator E-commerce Permissions Eligibility Policy (referred to as "this Policy") outlines the requirements TikTok creators must meet to qualify for TikTok Shop Creator E-commerce Permissions, and when those Creator E-commerce Permissions may be restricted or suspended.
This Policy applies to Creators only.
All references to TikTok Shop in this Policy are a reference to TikTok Shop EU.
Our TikTok Shop policies are updated periodically. Please see the TikTok Shop EU Creator Terms of Use for details of how we may make changes to our terms and policies, and how we notify you.
Defined terms in this Policy have the following meaning:
A "Creator" is a TikTok user who creates and promotes E-commerce Content.
"CreatorE-commerce Permissions" means permissions provided to certain Creators, in accordance with this Policy, to enable their creation of E-commerce Content, including but not limited to:
Displaying products on their TikTok profile page;
Advertising and promoting products in videos uploaded on TikTok; and/or
Promoting products during TikTok livestreams.
"E-commerce Content" refers to thecreation of promotional images, videos, or other content, (including via short video, live streaming, recorded content, or shoppable videos) to promote Sellers’ TikTok Shop product listings on the TikTok platform in the EU.
"Member State" refers to a country that is part of the European Union.
Requirements to Obtain and Retain Creator E-Commerce Permissions
To obtain and retain Creator E-commerce Permissions, Creators must continually comply with this Policy and meet the following requirements:
Access their TikTok account from the same Member State where it was registered;
For example if you registered your TikTok account in Germany, you could obtain Creator E-commerce Permissions to promote E-commerce Content for TikTok Shop Germany.
Maintain the required 1,000 followers in the Member State for which they are applying
Be at least 18 years old;
Use a TikTok account that is not identified as a Government, Politician and Political Party Accounts ("GPPPA") as defined in this article; and
Not have previously had Creator E-commerce Permissions that were revoked by TikTok Shop. This includes previous accounts of the Creator.

Creator Pilot Program (applicable to Ireland, Spain, Italy, France and Germany only)
Following successful verification, creators who applied for E-commerce Permissions and who do not have an official or marketing association with an E-commerce merchant, may be automatically enrolled in our Creator Pilot Program for 30 days after successful verification. During this period, you will have limited capabilities, such as:
Posting limit of maximum of 21 shoppable videos per week
To graduate from the Creator Pilot Program and have such limited capabilities lifted, you must meet the following criteria by the end of 30 days:
Fulfill one of the following requirements:
publish 6 or more shoppable videos, each at least 8 seconds long
promote TikTok Shop products in at least 1 LIVE that is at least 5 minutes long
generate 10 orders in your shoppable content
not have fewer than 176 CHR points, and;
The Creator Pilot Program may be extended by another 30 days if any of these criteria are not met. Videos with a TikTok Shop product link that were published privately, deleted, or removed due to a violation will be counted towards the weekly total.

Creators who applied and were successfully verified for E-commerce Permissions prior to June 30, 2026 will not be retroactively enrolled in the Creator Pilot Program.
Restriction or Suspension of Creator E-commerce Permissions
TikTok Shop may restrict or suspend the Creator E-commerce Permissions of the Creator, if:
The Creator no longer meets (any one of) the requirements under section 3, except for the requirement in relation to the amount of followers, where the Creator will only lose their TikTok Shop Creator E-commerce Permissions when the Creator's followers fall below the relevant local threshold (as defined in section 3) by more than 100 followers.
Creators will be notified by TikTok Shop in the event their Creator E-commerce Permissions are restricted or suspended via a violation ticket issued in the "Account Health" section in the "Creator Health Rating" page of their TikTok app and in accordance with the TikTok Shop EU Creator Terms of Use.
